Yeah, he can. But I've been thinking about this. In the 87th, he called the special session to pass priorities they couldn't because Democrats broke quorum. This time vouchers will fail because they don't have the Republican votes in the House. Even if he calls a special session, he doesn't have the Republican votes for vouchers, so would he still call the special session?
